These popular year sets are called "proof" because of the method of production of the coins. Proof coins are struck from highly polished dies at slow speed and with extra pressure to produce a coin with brilliant mirror like surfaces and sharp details. From 1936 to 1964, proof coins were struck at the Philadelphia mint with no mintmark and the dime, quarter and half dollar are 90% silver. No proof sets were minted from 1965 to 1967, although Special Mint Sets (SMS) containing higher than normal quality coins were made available. Starting in 1968, proof coins were minted at the San Francisco mint with an S mintmark and through 1972 contained the cent through the half dollar, with the dime, quarter and half dollar in copper-nickel clad. From 1973 through 1981 the dollar coin was also included. From 1982 to 1998, regular proof sets contained the cent through the half dollar. In 1999 regular proof sets included the 5 state quarters minted in that year, and in 2000 the Sacagawea golden dollar was also added to the set, making a total of 10 coins from 2000 to 2003. From 1999 through 2003, the mint has also offered a 5 piece set of just the 5 state quarters, and, also, a 10 piece silver set that includes the dime, quarter, half-dollar and all 5 state quarters in silver. In 2004 and 2005, the Mint offered the 5 state quarter proof sets, and added the 2 new nickels for 2004 and 2005 to the proof and silver proof sets, for a total of 11 pieces in those sets. In 2006, in addition to the 5 state quarter proof sets, the Mint offered a 10 piece proof and silver set, the Mint will offer a 14 piece special proof and silver proof set which will include the 4 Presidential Dollars for 2007!
